    At Wednesday's hearing, many of the Subcommittee members expressed their support for this model of paid family leave, while others spoke about the detrimental impact it would have on the Social Security program. Senator Sherrod Brown (OH) – Ranking Member of the Subcommittee – said in his opening statement: "Using your retirement security to fund paid time off from work when you have a child is not paid family leave at all – it's robbing from your retirement to be able to care for loved ones now … I want to work together, but a plan that's a first step toward privatizing Social Security – the bedrock of our social safety net – is no place to start." .Economic Conditions Compounded Problem .Currently, when hold harmless is triggered on a nationwide scale there is no provision of law to finance the unpaid portion of Medicare Part B premium increases. Instead, the entire burden of Part B costs is spread over a much smaller number of individuals, which is the 30 percent of Medicare Part B enrollees who are not protected by the hold harmless provision. This has led to significant spikes in Medicare Part B premiums during the hold harmless years, and in 2018 when a COLA finally became payable, to steep jumps in premiums for those whose Medicare Part B premiums were held lower in 2016 and 2017. … Continued

"For the third year in a row, millions of older Americans will once again see no increase in their net operating Social Security payments, particularly if Medicare Part B premiums remain 4 per month in 2018, as currently forecast by the Medicare Trustees," says TSCL's Social Security and Medicare Policy Analyst, Mary Johnson. "The problem is that a substantial portion of beneficiaries currently are paying a Part B premium that is about less than that now," Johnson says. .We understand that our proposal may not be the most perfect solution to the injustice; however, it stands a much better chance of getting passed in Congress and is the best possible solution we know of. .Given that disabled beneficiaries would receive on average 0,000 prior to transferring to Social Security benefits, even the smallest error in determining eligibility can result in significant overpayments. TSCL believes that the government should make every effort to perform timely continuing disability reviews (CDRs) to ensure that benefits are only paid out to those who are eligible. The Social Security Administration estimates that every spent on medical CDRs yields about in SSA program savings over ten years. Currently the CDR backlog stands at 1.2 million.
