According to the Social Security Administration, 50 percent of people age 65 and older have a total income of ,857 —hardly rolling in dough. Yet, those same seniors spend an average of 15 percent of their incomes on healthcare costs — a portion that is rapidly growing. .Terry: The anchor effect is the psychological tendency to rely too much on the first piece of information we get in the process of making a decision. For example, when you go to buy a house, the list price becomes the starting point (the "anchor") for negotiations, even if it is a very poor reflection of the home's true value. When you get a solicitation for a charitable donation in the mail, it often lists suggested contributions, starting with the highest figure they hope you will select. That high figure becomes the anchor for your thinking about what to give. .Of particular importance is the portion of income that seniors and the disabled must spend on each particular category. Under the CPI-W, out-of-pocket medical costs are weighted or assumed to account for only 5.6% of total expenditures. National surveys indicate that Medicare beneficiaries spend far more. The Kaiser Family Foundation reports that median out-of-pocket health care spending as a share of income for Medicare beneficiaries was about 16.2% by 2006. .Depending on health, and type of Medigap coverage, seniors would get hit with up to ,100 per year in new costs that were previously covered by their health plan. .While Part D and Medicare Advantage have proven popular with seniors, nobody is lining up at the doors during the fall Open Enrollment to shop for and compare plans. The vast majority of beneficiaries, more than 80% according to TSCL Senior Surveys, don't compare their Part D or Medicare Advantage plan, and consequently don't reap any savings from competition between plans. If Congress were to convert all of Medicare to premium support in the future, the devil will be in the funding details — finding the balance between saving the federal government money while still keeping the program affordable for beneficiaries. And so far premium support hasn't been any magic bullet for reducing federal spending on Medicare. .Bloomberg also said the administration is still moving forward with the plan and that the cards will likely be sent in November or December.
