    Medicaid Cuts Would Hit Notch Babies And Families Hardest .The Social Security Fairness Act, if signed into law, would amend the Social Security Act by repealing the government pension offset (GPO) and the windfall elimination provision (WEP). These two provisions unfairly reduce the earned Social Security benefits of millions of teachers, firefighters, peace officers, and other state or local government employees each year. Why does that happen? .The temporary funding measure negotiated this week is expected to buy time for President-elect Donald Trump and members of the 115th Congress to negotiate a broad funding bill that will likely include language to fast-track the Affordable Care Act's repeal. They are expected to return to Washington on Monday, June 3rd. .One new cosponsor also signed on to Rep. Eliot Engel's (NY-16) Guaranteed 3% COLA Act (H.R. 1585) this week. His bill would ensure that the annual COLA is no less than 3 percent. Rep. Matt Cartwright (PA-17) signed on, and he is the bill's first cosponsor. .TSCL disagrees, and we fear that if triggered, the IPAB's recommendations could result in increased costs for beneficiaries or decreased access to quality medical care.
