The transition has set off dozens of new Medicare scams. To protect yourself from scam here's what to remember. There is nothing you need to do to get your card, and it does not cost anything. It will be shipped to you automatically. Scammers try to call beneficiaries on the phone and falsely claim that to get the new card you must provide Social Security, credit card, or bank account information, or Medicare benefits will be canceled. All of these claims are false. If you get a call like this or if anyone calls unsolicited, and claiming to be from Medicare, HANG UP. This is a scam. Once you get your new Medicare number, don't toss your old Medicare card in the trash — shred or cut it up into small pieces. .Most individual taxpayers will pay lower taxes, at least in the first few years, tax analysts say. But the tax cuts affecting middle-to-low-income people are temporary, and are set to expire in just eight years, by the end of 2025, while the tax cut for families in the very top income bracket is permanent. That's expected to leave the majority of taxpayers with higher tax bills down the road — something most people living on fixed income simply can't afford. In many years when inflation is at more typical levels, only a small number of beneficiaries, those with the lowest benefits, are affected by the hold harmless provision. That's because it's the adult children, who are the primary caregivers, who help make the decision when mom and/or dad needs more care than can be safely provided at home. It's the adult children who assist with the tasks of helping parents shop for the right senior housing, help with the downsizing and moving, and assist with the complicated transaction of selling a parent's home and financing senior housing. .The Social Security COLA is calculated using the consumer price index. There are several of them, and the government uses the Consumer Price Index for Urban Wage Earners and Workers (CPI-W) to calculate the annual boost. That index, though, doesn't measure how people 62 and older spend their money. It measures how younger working adults do. Seniors, however, have different spending patterns, and have to spend a growing share of their budget on healthcare, which in most years outpaces overall inflation. .It eliminated the Independent Payment Advisory Board (IPAB). This fifteen-member board of unelected officials was created by the Affordable Care Act in 2010 to keep Medicare spending down when it exceeded a certain level. While that level was never surpassed and no members were ever appointed to the board, TSCL felt that it could have threatened access to quality medical care for Medicare beneficiaries since it had the power to cut payments to doctors and limit networks of providers. TSCL has advocated for bipartisan legislation for years that would have eliminated the IPAB, and we were pleased that the Bipartisan Budget Act did just that. .Action on Capitol Hill was slow this week as Members of Congress remained in their home states and districts to prepare for the November 6th election. They are not expected to return to Capitol Hill until after the Veterans Day holiday, on Tuesday, November 13th. Stephen Ubl, the CEO of PhRMA, criticized H.R. 3 last month, claiming it would ‘destroy an estimated one million American jobs.' The U.S. Chamber of Commerce, the biggest lobbying spender this year, has also come out against the bill, comparing it to ‘government price controls' and claiming it would cost hundreds of thousands of jobs. .TSCL's annual survey of senior costs indicates that Social Security benefits have lost more than 34% of their buying power since 2000 because the current inflation measure, the Consumer Price Index for Workers (CPI-W) doesn't accurately account for the larger share of income that seniors spend on healthcare.
