When a zero COLA was announced for 2016, the Medicare Trustees projected that the Part B premium and deductible amounts would increase by an unprecedented 52 percent between 2015 and 2016 — from 4.90 to 9.30 per month.[7] Passage of The Bipartisan Budget Act of 2015, however resulted in reducing the increase in Part B premiums from 9.30 per month to 1.80 per month, which was still an extremely high 16.1 percent increase. The premium included a repayment amount that was added to monthly premiums of all beneficiaries in future years to recover over time the cost of the reduced premium rate in 2016.[8] .The "house calls" can be money-makers for health plans when they document medical problems like complications from diabetes or heart trouble. The chief reason is that as the economy grows over the next decade, the frozen income thresholds will not increase in-kind, subjecting many more seniors to the "means test." The Senior Citizens League estimates that given different inflation scenarios, individual seniors who made between ,000 and ,000 in 2010 could be subjected to the "means test" in 2019, because of the frozen income thresholds. In addition, if the income thresholds for the "means test" had been allowed to increase, (the case before the PPACA was signed into law), we estimate that they would have increased to an amount between 0,500 to 1,800 in 2019. .Proxy voting allows a member of the House to give to another member the right to cast a vote on his or her behalf. The member authorizing the proxy will stipulate how the vote should be cast and the member casting the proxy vote is required to abide by the wishes of the member granting the proxy. .However, in tough economic times, our seniors — many of whom live on fixed incomes — get hit the hardest. From increasing medical expense costs to the rising cost of living, our seniors are facing greater economic insecurities.
