Legislative Update How To Fix The Social Security Disability Insurance Program
TSCL has many veterans among its supporters and no-doubt not all of them have a disability rating so they may be happy to know that Congress is considering including them in the VA's Covid-19 vaccination efforts. .TSCL is also concerned about the debt limit because in prior debates to lift the ceiling, Social Security benefits have been used as a bargaining chip, and retirees have seen unexpected benefit cuts. For example, in 2015, following the passage of the Bipartisan Budget Act, millions of seniors already eligible for Social Security benefits learned a popular claiming method called "file and suspend" would no longer be available to them. The unexpected change received no public debate, it went into effect almost immediately, and it hit seniors who were just months away from retirement. .The Senior Citizens League's members nation-wide agree that the elimination of the medical expense deduction would be a significant loss for those living on fixed incomes. Because just one Senator can stall legislation through what is known as a filibuster, it takes 60 votes to pass any bill unless it is through a process called "reconciliation," which then requires only a simple majority of 51. .Unlike Medigap plans, Medicare Advantage plans charge a co-payment every time you visit a doctor, use a lab, or have a brief hospital stay. In fact, Medicare Advantage plans can charge a very hefty 5 — 5 per day co-payments for hospital stays that generally would cost nothing at all under Medigap supplements for the same period. Seniors, especially those who are older, and who might require hospitalizations or have chronic health conditions, may wind up spending as much or even more out-of-pocket in a low, or no premium Medicare Advantage Plan as they would with under a Medigap plan. While a drop in inflation should mean that people don't have to spend as much money due to higher prices, that hasn't been the case for older households, according to a survey by TSCL. The majority of survey participants, 72 percent, reported that their household budgets had gone up per month during 2015 even though the CPI-W in 2015 indicated that no COLA (for 2016) was payable. .Although we didn't hear what we had hoped to hear during our visits, at least we know where things stand and what must be done if anything is to be passed regarding lowering drug prices. We favor the CPI for Elderly Consumers (CPI-E), which the BLS has been tracking &ndah; but not utilizing – for decades. This index has shown that the spending inflation for seniors averages about two-tenths of a percentage point higher than the rate at which the CPI-W increases. We estimate that a senior who retired with average Social Security benefits in 1984 would have received ,496 more through 2013 had the CPI-E been used. .In other words, next year's COLA could be calculated based at least in part on guesses. That could be disastrous for seniors. .Each month, due to the Social Security Act Amendments that were signed into law in 1977, more than 3.7 million Notch babies receive Social Security checks that are lower than the benefits they originally anticipated.
