Tscl Endorses Social Security Legislation
Congress this week was sort of the entire U.S. in miniature form. The Senate came back to town to conduct business, but not all Senators agreed with that. Most Senators followed the rules for wearing face masks, but not all. Not all committee hearings were attended by all the members. Most Senators were careful about following the protocols that have been recommended by health care professionals, but not all. .In recent years, inflation and COLAs have been virtually flat, averaging just 1.1% per year since 2010 — with no COLA at all in 2016 and just a 0.3% COLA in 201Slow growth in Social Security benefits, particularly when it continues over a period as long as 8 years, has a very significant impact on the overall amount of lifetime income that retirees can expect from Social Security. When retiree costs climb while benefits remain flat, people wind up having to dig more deeply into retirement savings (if they have any), spending more quickly than anticipated. Many people without other pensions or savings are forced into debt. About one in four low-income older Americans is dependent on programs that provide assistance with essentials like food and healthcare costs. .The Fair COLA for Seniors Act of 2017 (H.R. 2896) gained two new cosponsors in Representative Zoe Lofgren (CA-19) and Representative Eleanor Holmes Norton (DC-01), which brings the total cosponsors up to two. If signed into law, H.R. 2896 would provide a mid-year COLA to Social Security beneficiaries of 3.9% to account for an insufficient increase in 2017, and it would apply the CPI-E to future Social Security COLAs. … Continued

Social Security And Medicare Cuts Eyed
Require new deductibles and cost-sharing while limiting what Medigap plans could cover. Because Medicare doesn't cover all of the costs, seniors purchase supplemental coverage, known as "Medigap," to cover deductibles, and co-insurance. A proposal from President Obama's Fiscal Commission would impose a new deductible of 0 and new cost-sharing. Many seniors are struggling with their vastly diminished retirement accounts following the stock market crash. Additionally, the inventory of unsold houses has now reached record highs and the forecasts for retirees who need to get their cash out of real estate are gloomy indeed. .The Consumer Price Index for Elderly Consumers (CPI-E) Act — Congressman John Garamendi (CA-3) introduced the bipartisan CPI-E Act in the 115th Congress, and in TSCL's December meeting with his office, he committed to re-introducing the bill once again in 201If adopted, his bill would enhance Social Security benefits by basing cost-of-living adjustments (COLAs) on an inflation index specifically for seniors. Under current law, COLAs are based on the way young, urban workers spend their money. .Although we didn't hear what we had hoped to hear during our visits, at least we know where things stand and what must be done if anything is to be passed regarding lowering drug prices. TSCL will continue pressing Members of Congress to get drug price legislation passed but we will need the help of every TSCL supporter to get on the phone or send an email to your Senators and let them know you want something done this year. Before you need emergency care, put a plan into place, including someone to help take care of you should you become seriously ill. Often, doctors will order observation care when you are too sick to safely go home from the emergency room. Although this can still occur even with the best-laid plan, you may be able to reduce the length of an observation stay if you have someone who will take care of you once you are released. If adopted, his bill would simplify the Medicare enrollment process and help those nearing eligibility avoid costly penalties for late enrollment. .The recommendation of MedPAC would combine the deductibles for Part A and Part B services. Currently the deductibles are charged separately and for good cause. About 80 percent of Medicare beneficiaries never pay a Part A deductible because they don't require hospitalization in most years. The Part A deductible for hospital inpatient services is ,156, a cost that is covered in full today by all Medigap supplements. Some Medigap supplements also cover all of the Part B deductible, which is 0 in 201Costs differ for seniors enrolled in Medicare Advantage depending on the plan. Co-payments would also change and vary by the type of service and provider.
