Although home health workers are one of the fastest-growing segments of the labor market, they typically earn about ,000 per year, often without benefits. .Things aren't likely to improve next year. The Social Security Chief Actuary recently estimated that the COLA in 2017 would be just 0.4 percent, which would be the lowest COLA ever paid. That would raise benefits just .00 per ,000 in benefits. .According to the Center for Public Integrity, one of the nation's oldest nonpartisan investigative news services, home visits have risen sharply at many Medicare Advantage health plans. While visiting nurses and doctors don't offer any treatment during these visits, they do report exam findings to the patient's primary care doctor. Insurers say the free annual physicals offer a new benefit to help certain health plan enrollees stay fit and in their homes as long as possible. But critics, including some Members of Congress, are concerned the visits may be padding Medicare's bill. .Expands disability investigation units effective Feb 1, 2016. .Worst of all, patients don't qualify for Medicare coverage of follow-up nursing home care, because Medicare requires three consecutive days in the hospital as an "inpatient." That leaves the patient and their families on their own to figure out how to pay nursing home bills, or to go without. .The witnesses at this hearing defended a number of payment provisions that may expire if Congress doesn't act soon, including add-on payments for mental health and ambulance services, and hold harmless payments for rural hospitals. When looked at separately the costs of these provisions seem minor, but if each of them were to expire at the end of this year, the federal government would save billion. The potential savings attracted most at the hearing, but Ranking Member Pete Stark (CA) reminded the Subcommittee that many of the provisions "ensure critical access to needy Medicare beneficiaries." .We may not all agree on ways to reform the system, but at the very least it is time for our colleagues on the other side of the aisle to wake up and admit that we can't continue to defend the status quo. These new reports from the Medicare trustees make that much perfectly clear. .Although immigration law forbids work without authorization, immigrants do find jobs and employers report their earnings to SSA. Currently there are no official published data on the amount of money paid into the Social Security system by aliens whether legal or illegal.(5) Social Security's Chief Actuary, Stephen C.
