Legislative Update Week Ending April 20 2018
If signed into law, H.R. 973 would repeal the Windfall Elimination Provision (WEP) and the Government Pension Offset (GPO) – two federal provisions that unfairly reduce the earned Social Security benefits of millions of teachers, firefighters, peace officers, and other state or local government employees each year. .Thousands of nursing homes across the country have not been checked to see if staff are following proper procedures to prevent coronavirus transmission, a form of community spread that is responsible for more than a quarter of the nation's Covid-19 fatalities. .The new study takes a closer look at the Social Security "hold harmless" provision. Typically, Social Security benefits tend to grow slightly each year as COLAs compound over time. But when the Medicare premium increases more than an individual's COLA that can trigger this special provision of law. Hold harmless protects Social Security benefits when the dollar amount of an individual's annual COLA increase is not sufficient to cover the increase in the Medicare Part B premium increase. If the increase in Medicare Part B premium would cause an individual's net Social Security benefit to be less than it was the year before, then the Part B premium is reduced to ensure the individual's Social Security benefit does not decline. … Continued

Social Security Medicare Questions August 2013
Misconceptions about Medicare coverage are very widespread. New beneficiaries and their families are frequently surprised when they learn what Medicare doesn't cover. Routine eye examinations, eyeglasses and lenses, hearing exams and hearing aids are among the services generally excluded from the core benefits covered by original Medicare. .Give family recipe or ethnic specialty cooking lessons. As a child I learned how to make Pennsylvania German egg noodles from scratch from my grandmother. These were a highly treasured holiday gifts. My arms still ache remembering how long I had to roll the dough to get those noodles thin enough for my grandmother! Give out an invitation to special grandchildren or friends for lessons in making favorite traditional foods from scratch. .Over one million Medicare recipients in my home state of Indiana would face reductions in choice and difficulty receiving care if provider incentives are cut. Instead of reducing access to healthcare, it is time to shift focus to the big picture of improving the economy through job creation so more people are able to contribute to their own healthcare. It is not time to chip away at benefits to the men and women who built this great country. Individuals who contributed to Medicare for decades rely on that investment for their well-being. … Continued
In addition to ensuring that we insulate seniors from fraud, we must support older Americans seeking to remain an active part of the workforce. Earlier this year, I worked with Rep. Rodney Davis (R-IL) to introduce the Empowering Encore Entrepreneurs Act to create job opportunities for seniors who have not yet reached retirement but possess years of business experience. My bipartisan bill will expand successful collaborative efforts between AARP and the Small Business Administration that offer mentoring and training to people over age 50 seeking to expand or start a small business. Older workers, once unemployed, are more likely than others to remain unemployed, which is why we need to revitalize our economy by supporting those who found themselves out of a job before retirement. .Unlike most of the top 10 causes of death, such as heart disease and cancer, which are covered in large part by Medicare, Alzheimer's care comes with extraordinary costs that are not covered. Medicare covers medically necessary inpatient hospital care, doctor's fees, outpatient services such as blood tests, and Part D covers many prescription drugs. However, a dementia diagnosis most often requires custodial care, like help bathing, eating, dressing, and supervision. Medicare does not cover custodial care. .The prices that insurers pay for in-network services are typically much lower than the provider list prices. .Five years after IPAB's creation, it still has no appointed members and, due to record-low growth in healthcare costs, it hasn't been triggered to make recommendations to Congress yet. Sylvia Mathews Burwell, Secretary of the Department of Health and Human Services, says she doesn't expect it to be triggered until 201But hundreds of lawmakers have serious concerns about the prospect of the board since it would be comprised of unelected and unaccountable appointees. They are hoping to pass legislation that would do away with it by the end of this year. .The Super Committee deadline looms and two important bills for seniors are introduced. .As a result of the inadequate funding, both the both the Old-Age and Survivors Insurance (OASI) and the Disability Insurance (DI) programs have been struggling to serve the public. More than one million applicants are currently waiting to hear whether they qualify for DI benefits, and those who have appealed recent rejections must wait 600 days or longer for their cases to be re-heard. In 2017, 10,000 individuals died while waiting on their DI eligibility decisions. While waiting, they had no access to DI benefits or Medicare coverage, which recipients with long-term disabilities can receive after they are enrolled in the program for two years. .Genetic testing is not routinely used by doctors to screen for cancer. Here's how the scam works— The "target" (that's anyone close to age 65 and up) might receive automated phone calls, often multiple times a week, or may be approached in-person by a "recruiter." The recruiter, who may present herself as a "certified Medicare counselor," convinces the target to take a genetic test promising that Medicare pays the full cost. The patient, however, often never receives a report, or the report may be incomprehensible. .Congressman Larson's bill would comprehensively reform the Social Security program by enhancing benefits and improving the solvency of the Trust Funds for decades to come. He said at Wednesday's hearing: "The Social Security 2100 Act will expand and enhance Social Security, making the program financially stable through this century and beyond. It is the only legislative proposal that expands benefits, is fully paid for, and achieves sustainable solvency as determined by the Chief Actuary of the Social Security Administration." .Unlike Medigap plans, Medicare Advantage plans charge a co-payment every time you visit a doctor, use a lab, or have a brief hospital stay. In fact, Medicare Advantage plans can charge a very hefty 5 — 5 per day co-payments for hospital stays that generally would cost nothing at all under Medigap supplements for the same period. Seniors, especially those who are older, and who might require hospitalizations or have chronic health conditions, may wind up spending as much or even more out-of-pocket in a low, or no premium Medicare Advantage Plan as they would with under a Medigap plan. Medicare Advantage plans appear to be more advantageous for seniors who:
