Providing Medicare services is not simple, but it is critical that we continue to make efficient investments in the healthcare expenses of 48 million people and develop an adequate workforce to provide those services. I proudly voted for the Patient Protection and Affordable Care Act (PPACA), which expanded access for Medicare beneficiaries and increased investment in healthcare provider training. The Democrats are likely to use reconciliation to move President Biden's COVID-19 relief measure through Congress while sidestepping a GOP filibuster. .The changes closed two claiming tactics known as "file and suspend" and "restricted application for spousal benefits." The claiming strategies have made it possible for both members of a couple who are 66 or older to delay claiming Social Security based on their own earnings records, in order to increase payments, while at the same time one spouse receives a spousal benefit. Alicia Munnell of The Center for Retirement Research at Boston College estimates the changes would save .5 billion per year — a potential cost that would grow over time. .The 1977 legislation was intended to correct an earlier flaw in the Social Security benefit formula. That flaw raised the initial retirement benefits for future retirees too quickly. TSCL is concerned that, after the elections, Congress could address rising deficits by moving legislation that would cut Social Security benefits. .Despite tightening the law, Congress did not fix a policy loophole that would be inadvertently triggered with the passage of comprehensive immigration reform legislation. When determining entitlement for insured status, and when calculating the initial retirement benefit, the Social Security Administration (SSA) uses all reported earnings from covered employment in the United States, even if the earnings were from illegal or "unauthorized" work.
