Legislative Update Week Ending March 23 2018
Although law forbids work without authorization, immigrants use invalid SSNs to get jobs. When employers provide W2s in which the name and SSN do not match those in the SSA's records, the wage report is held in the Earnings Suspense File (ESF) until the discrepancy can be corrected, according to the Social Security Administration's Office of the Inspector General. This can occur even years later when a claim is filed for benefits. .Proxy voting allows a member of the House to give to another member the right to cast a vote on his or her behalf. The member authorizing the proxy will stipulate how the vote should be cast and the member casting the proxy vote is required to abide by the wishes of the member granting the proxy. .We worked with members of Congress who supported ending the practice, although we were unable to get legislation passed. One of our key allies in the fight was Sen. Lamar Alexander (R- Tenn.). He was a champion of our cause but, unfortunately, he is retiring at the end of this year. TSCL was disappointed that this essential bill did not gain the support it needed to win passage in the 115th Congress, but TSCL is working to get Members of Congress onboard and the legislation moving in 2019. .On Tuesday – despite projections that showed large gains for Democrats on Capitol Hill – lawmakers on the right swept elections across the country. For the first time in eight years, Republicans will control the House, the Senate, and the White House when the 115th Congress begins in January. Senator Roy Blunt (MO), who narrowly held on to his Senate seat on Tuesday, told reporters: "A Republican president and a Republican Senate and a Republican House can do things to change this country." .The Senior Citizens League (TSCL) has concerns about a number of elements outlined in the revised Simpson-Bowles plan – namely the adoption of the "chained" CPI, since seniors are already being short changed by the COLAs they receive. The plan released this week is not likely to be adopted in its entirety, but it will serve as an important comparative tool in the coming weeks as leaders in Washington continue to search for sequester alternatives. The automatic cuts are scheduled to hit on Friday, March 1st, but leaders have said they believe the deadline is flexible and their best chance at redesigning it might come at the end of the month, when the continuing resolution to fund the government expires. The nonpartisan agency said the trend cannot be sustained indefinitely, and already, the total amount of debt held by the public is "higher than at any point in U.S. history except a brief period around World War II."
