This week, two new cosponsors – Reps. Mike Burgess (TX-26) and Lamar Smith (TX-21) – signed on as cosponsors to the No Social Security for Illegal Immigrants Act (H.R. 1716). The cosponsor total is now up to thirty-one. .Specialty-tier drugs are defined by Medicare, as those that cost more than 0 per month in 2019, and include drugs used to treat cancer, hepatitis C, multiple sclerosis (MS), and rheumatoid arthritis. Even when Part D enrollees reach the Medicare Part D catastrophic coverage phase, when co-insurance drops to 5%, beneficiaries who take these drugs can continue to face thousands of dollars in annual out-of-pocket costs, according to the Kaiser study. The study found that annual out-of-pocket costs for specialty drugs in 2019 are expected to average ,994 across the 28 specialty-tier drugs that are covered by drug plans. .This week, five new cosponsors signed on to the Social Security Fairness Act (H.R. 1795), bringing the total up to one hundred and twenty-eight. The new cosponsors are Reps. Brian Higgins (NY-26), Greg Walden (OR-2), Andre Carson (IN-7), John Barrow (GA-12), and Sean Patrick Maloney (NY-18). If signed into law, H.R. 1795 would repeal the Government Pension Offset (GPO) and the Windfall Elimination Provision (WEP) – two federal provisions that unfairly reduce the earned Social Security benefits of millions of teachers, fire fighters, peace officers, and other state or local government employees each year. … Continued

If these aren't challenges enough, The Senior Citizens League (TSCL) recently estimated that the Social Security benefits of the first wave of baby boomers have taken a hit from the economic downturn. Due to two years of no cost-of-living-adjustments (COLAs), and lower than expected COLAs, as well as an unprecedented drop in wages over the past decade, retiring seniors' benefits based on average earnings could be impacted as much as ,000. This impact is compounded when the losses in personal retirement savings and 401(k) plans are accounted for. .As a result of the agreement, Senator Charles Schumer (D-N.Y.) switches places with Senator Mitch McConnell (R- Ky.). The program varies by state and, depending on where you live, can help with such things as: .TSCL Meets with Members of Congress .Lawmakers from both the House and Senate remained in their home states and districts for the last week of the month-long August recess. They are expected to return to Washington on September 5th, where they will face many important challenges including lifting the debt ceiling and passing a spending bill to continue funding the government. .At the time of writing this update on Friday morning, the vote had not yet occurred. It is expected to take place on Friday afternoon, before the non-partisan Congressional Budget Office has a chance to evaluate the final version. It remains unclear whether or not the AHCA will gain the support needed to win passage. If adopted, the AHCA will move to the Senate, where its future remains even more uncertain. If it fails, Republican leaders on Capitol Hill have said they will move on to other legislative priorities, like tax reform. .While very little of the President's budget blueprint for fiscal 2015 will be considered by those in the House and Senate, it does serve as an important benchmark for lawmakers. Members of the House Budget Committee are expected to unveil a proposal of their own in the coming weeks. In a statement made early this week, Speaker John Boehner (OH-8) said that it will "promote opportunity, reform our tax code, and save our critical safety net programs." TSCL will continue to monitor the budget negotiations as they evolve, and we will provide updates here in the Legislative News section of our website. .Tax legislation enacted at the end of last year makes significant changes that touch virtually all taxpayers. While most of the new provisions have consequences for the 2018 tax year and thereafter, there are at least a few things that pertain to the 2017 tax returns of older taxpayers. TSCL believes these two provisions should be repealed, and we were pleased to see support grow for the Social Security Fairness Act this week. .The House of Representatives has scheduled a vote for this coming Wednesday on a new CR that will last until Dec. 18, as well.
