Legislative Update Week Ending August 31 2018
Recently I got a notice that my bank account was overdrawn. When I checked with the bank, my Social Security direct deposit was never received. I called the local Social Security office and learned that a request in my name was made to switch from my direct deposit account to a prepaid debit card. I never authorized this. How safe are the direct deposits and what can I do to get my money back? .Because of the advanced ages of Notch Babies, the cost of correcting the Notch is falling every day. TSCL estimates (in 2006) that the cost of Notch Reform would be about billion, or slightly less than .75 billion per year over the next four years. The billion could be financed without taking additional money from the Social Security Trust Fund. This could be done through cutting wasteful pork barrel spending and reducing fraud and abuse in government programs. In fiscal year 2006 alone, lawmakers spent about billion in pork-barrel projects (8). That doesn't include what the government lost to improper payments, fraud, and abuse. The Government Accountability Office estimated that for fiscal year 2005 government agencies improperly spent more than billion (9). .What do you think of these proposals? Many believe that Sen. Conrad's plan entails a fair balance of spending cuts and revenue increases, and they are pleased that he has revived the Fiscal Commission's recommendations. Others, however, have expressed concerns about some of the entitlement spending cuts that it calls for. TSCL in particular is concerned about the adoption of the Chained Consumer Price Index, which could significantly reduce the lifetime benefits collected by future Social Security recipients. .In addition, on Wednesday, the Social Security Administration announced that seniors will receive a 1.5 percent Social Security cost-of-living adjustment (COLA) in 2014, which is slightly lower than 2013's 1.7 percent COLA, and is far lower than the 3 percent average COLA over the past thirty years. Officials also announced on Wednesday that the maximum amount of earnings subject to the Social Security payroll tax will increase in January from 3,700 to 7,000. In a press release, SSA noted that about 10 million workers will pay higher taxes in 2014 as a result of the increase. .TSCL believes all three of these bills go a long way in ensuring the retirement security seniors have earned and deserve. In addition to strengthening benefits, each one would include measures to increase the solvency of the Social Security program responsibly, for 40 years or more into the future. We look forward to working with Rep. DeFazio, Rep. Larson, and Sen. Sanders in the months ahead to help build support for their important legislation. … Continued
Proposals to reform Medicare have been floating around the halls of Congress since 2010, but none have been as radical or risky as one recently released by four prominent Senators. In an attempt to curb Medicare spending, the group came up with a plan that would phase out Medicare completely, and it would do so at the expense of current enrollees, beginning as early as 201The proposal, introduced by Senators Rand Paul (KY), Mike Lee (UT), Lindsey Graham (SC), and Jim DeMint (SC), would transition beneficiaries into the Federal Employees Health Benefits Program – the same health program available to Members of Congress. .The loss of a job entitles each of you to a Special Enrollment Period (SEP), but the rules and deadlines will differ for each of you. Because your husband is under the age of 65, he should check options for coverage on the Health Insurance Marketplace (www.Healthcare.Gov). Because of your husband's job loss, your income may be lower and he may qualify for an advance premium tax credit subsidy that would lower the cost of premiums. .TSCL has many veterans among its supporters and no-doubt not all of them have a disability rating so they may be happy to know that Congress is considering including them in the VA's Covid-19 vaccination efforts. .The Senior Citizens League was disappointed that the President did not comment on Social Security or Medicare during his State of the Union address, but we were pleased that he spoke about the need to reduce prescription drug prices. The President said he was proud to have helped improve "access to breakthrough cures and affordable generic drugs" by speeding up the FDA approvals process last year. That move could increase competition and bring down prices by encouraging generics to enter the market more quickly. .The group said in a statement that the rule, which had been proposed and then left to languish by the administration last year after the Congressional Budget Office said it would cost taxpayers 7 billion, circumvents the regular rule-making process. ."Income-Relating Medicare Part B and Part D Premiums: How Many Medicare Beneficiaries Will Be Affected?" Kaiser Family Foundation, Publication No. 8126, December 2010. .The White House confirmed that many of those affected would be eligible for Social Security, Medicare and a wide array of federal benefits. "TSCL is concerned that the President's executive action would not only provide authorization to legally work in this country, but access to Social Security and Medicare benefits that, under current policy, could be based in part on earnings under fraudulent Social Security numbers," says TSCL Chairman, Ed Cates. "With the Social Security Disability Insurance program facing insolvency by the end of 2016, and beneficiaries facing a 20 percent benefit cut, we are calling on Congress to end this policy that pays benefits based on document fraud," Cates adds. .The TSCL report which contains Social Security Administration (SSA) data from 1937 through 2013, includes the following findings: .Since you were born in 1959, your full retirement age is 66 and 10 months. Starting benefits prior to your full retirement age will lower your monthly payments. If you were to retire at age 62 instead of age 66 and 10 months, a ,000 per month benefit would be permanently reduced to ,416— a reduction of about 29.17%. The longer you delay starting your benefit, the more you will receive. But age 66 and 10 months is NOT your maximum benefit age. Your maximum benefit comes at age 70, no matter when you were born.
