Sounds tiny but, like interest, it compounds over time. Had the CPI-E been used to determine COLAs since 2015, your benefit would be about 2% higher today. Totalization Agreement .Employment and average earnings information from the Bureau of Labor Statistics (BLS) indicate that average wages were down about 4.4% in 2020. But BLS wage data can vary from the final wage data that employers report to the Social Security Administration. Adjusting for the difference, the AWI for 2020 may drop only slightly, by roughly 0.65 percentage point. The Inspector General's report refers to these beneficiaries as dependents and survivors of other Social Security beneficiaries and subject to the Social Security Alien Nonpayment Provision (ANP) law. The ANP forbids payment of retirement, survivor and disability benefits when non-citizens have been outside the United States for more than 6 months. But as is so often the case with Social Security law, there are several exceptions; for example, if the non-citizen is from a foreign country that has its own social insurance system and meets certain conditions. Mexico is on the list of countries that meet the conditions of the exception. .The debts in question involved cases decades old, and debts many taxpayers never even knew about — for benefits that were paid to their parents or guardians when they were children. If an overpayment is made on behalf of a child (such as survivors benefits) the child could be held liable years later as an adult. .TSCL is hopeful that lawmakers will pass a stopgap measure before the October deadline, since a government shutdown could negatively impact Social Security and Medicare beneficiaries.
