    Federal law generally prohibits or restricts the payment of both Social Security and SSI to unauthorized noncitizens, but a number of exceptions exist. Although the perplexing web of rules differ for each program, immigration or disability attorneys are frequently involved in applicants' efforts to apply and qualify for SSDI or SSI benefits. In addition, illegal immigrants may be using forged or invalid Social Security numbers (SSNs) and papers when claiming benefits. .The issue of physician choice and access to care for Medicare recipients arises time and again as Congress has taken last minute action to prevent drastic cuts to physician reimbursements. Only repeated, last-minute actions have saved doctors from substantial pay cuts. Cutting reimbursements for doctors has surface appeal because it does not require seniors to pay additional dollars out-of-pocket. However, there is a hidden cost. Physicians who live under constant fear of substantial cuts may opt to stop serving Medicare patients, resulting in loss of access to care for many seniors. ."The group of Democrats blocked one committee from advancing their party's drug-pricing legislation, with two members arguing it was too far-reaching and could stymie innovation in the pharmaceutical industry. Health plans profit because Medicare pays higher rates for sicker patients using a billing formula based on the patient's "risk score." Plans can receive thousands of dollars in higher payments from Medicare even though the insurer incurs no additional costs for covering Medicare services for your brother. .This week, one new cosponsor – Rep. Dennis Ross (FL-15) – signed on to the No Social Security for Illegal Immigrants Act (H.R. 2745), bringing the total up to thirty-two. If signed into law, the bill would prevent Social Security credits from being earned by work done illegally. Currently, those who receive work authorization may file a claim for Social Security benefits based on all earnings – even earnings from jobs where they used stolen, invalid, or fraudulent Social Security numbers. To protect the integrity of the Social Security program, TSCL believes this practice must be put to an end. .While President Obama spent much of his speech to the nation discussing economic policies, he did take the time to direct a message to legislators in attendance. The President pleaded that lawmakers send him immigration reform legislation that would enable illegal immigrants to earn their citizenship so he could "sign it right away." President Obama said he is "prepared to make reforms" that would "rein in the long-term costs" of Social Security, Medicare, and Medicaid programs. .TSCL agrees that improvements must be made to ensure that older Americans are better informed about their benefit claiming options, and we are hopeful that SSA will carefully consider the proposals made at Wednesday's hearing. The loss to beneficiaries would compound over time and grows deeper each year as illustrated in the following chart.
