Legislative Update 5
Insurance for Old Age: Are Annuities A Good Idea? .In addition, one new cosponsor – Rep. Zoe Lofgren (CA-19) – signed on to the Strengthening Social Security Act (H.R. 3118). The cosponsor total is now up to thirty-eight. If signed into law, the bill would reform the Social Security program in three ways: it would adjust the benefit formula, resulting in more generous monthly benefits; it would adopt the CPI-E, resulting in more accurate COLAs; and it would lift the cap on income subject to the payroll tax. H.R. 3118 would extend the solvency of the Social Security Trust Fund responsibly, without cutting benefits for seniors. .The Senior Citizens League (TSCL) agrees that lawmakers must pass legislation soon to address the growing costs of prescription drugs for older Americans. Comprehensive legislation like the Prescription Drug Affordability Act (S. 2023, H.R. 3513) would go a long way in making life-saving medications more affordable for Medicare beneficiaries, and we will continue to advocate for it in the months ahead. This creates disparities in compensation between the primary care and specialty fields, and it deters medical students from choosing to enter primary care. To address the issue, MedPAC recommended an extension of a primary care bonus program that is set to expire in the near future. However, instead of offering bonus payments for each service that is provided, the Commission suggested that physicians be rewarded on a per beneficiary basis, which will help the Medicare program improve the coordination of care. .The issue of physician choice and access to care for Medicare recipients arises time and again as Congress has taken last minute action to prevent drastic cuts to physician reimbursements. Only repeated, last-minute actions have saved doctors from substantial pay cuts. Cutting reimbursements for doctors has surface appeal because it does not require seniors to pay additional dollars out-of-pocket. However, there is a hidden cost. Physicians who live under constant fear of substantial cuts may opt to stop serving Medicare patients, resulting in loss of access to care for many seniors. .Please donate today to support TSCL's work to help save the integrity of your benefits! .With that in mind we remind you that the Federal Trade Commission has warned that anybody offering a chance to jump ahead on the statewide priority list for a vaccination in exchange for money is a scammer. .Unlike other government penalties, such as a tax penalty, the extra 0 per month is permanent, and is payable for the rest of the time he has Medicare. To avoid further penalties, we strongly urge your daughter to get her father-in-law enrolled in Medicare Part B as quickly as possible. If her father-in-law only receives Social Security and has limited savings, he may qualify for a Medicare Savings Program that would pay the cost of the Part B premium. .New Virus Relief Bill Could Affect Social Security and Medicare .Tuesday's hearing made it clear that the Joint Committee has an enormous amount of work to do in a very short amount of time and in a very politically-charged environment. Adding to the pressure, Elmendorf told the Committee Members that if they wish to have their proposal scored by the CBO before voting on it, they'll need to submit it by early November, giving them less than two months to reach a compromise. Despite the tough circumstances, most Members seemed up to the challenge and will to, as one Committee Member put it, "go big, go long, and go smart."
