TSCL supports legislation that would get rid of the taxable wage cap and require all workers to pay their fair share into Social Security. .Who are these beneficiaries? The Inspector General's report refers to these beneficiaries as dependents and survivors of other Social Security beneficiaries and subject to the Social Security Alien Nonpayment Provision (ANP) law. The ANP forbids payment of retirement, survivor and disability benefits when non-citizens have been outside the United States for more than 6 months. But as is so often the case with Social Security law, there are several exceptions; for example, if the non-citizen is from a foreign country that has its own social insurance system and meets certain conditions. Mexico is on the list of countries that meet the conditions of the exception. .According to TSCL estimates, benefits are now 13% lower this year than if inflation had remained the more typical 3% for retirees who have been receiving Social Security since 2009 when the low COLAs started. A Social Security benefit of ,000 in 2009 is about 2 per month lower today than if COLA had been the more typical 3%, with a total loss of about ,697 in Social Security benefit growth over the past seven years. Over the same period, however, actual senior costs have continued to climb. Some 72% of retirees who participated in TSCL's 2016 Senior Survey reported that their monthly expenses had gone up by more than in 2015, despite the lack of growth in inflation. … Continued
For many, the COLA increase won't be high enough. Those people will once again be held harmless another year. Their Medicare premium increase will be adjusted so that their Social Security benefits won't be reduced, but it may be another year, or even longer, before they see any increase in their net Social Security benefit. .The last thing we need to happen to our healthcare system is to limit access to quality care. Already, 1-in-3 physicians are limiting the number of Medicare patients they see, and 1-in-8 physicians are refusing Medicare patients all together. Furthermore, the Affordable Care Act created the Independent Payment Advisory Board to control Medicare cost. According to Johnson, had the government used a more appropriate inflation index that measures costs experienced by people age 62 and older, the Consumer Price Index for the Elderly (CPI-E), retirees would get a COLA of 2.1 percent instead of 0.3 percent in 201"But instead, the COLA is based on the increased price of goods normally purchased by younger working adults," she notes. .We could, too, but would need to consider mechanisms outside of our current box — at least for this national emergency. .Legislation to Control Drug Prices Possible This Year? .In response to the proposed changes, House Minority Leader Nancy Pelosi (CA-12) said, "With their latest budget proposal, House Republicans have made their values very clear: strengthen the special interests, abandon seniors and hard-working families." TSCL agrees that adopting a premium-support model for the Medicare program would be a step in the wrong direction, and we oppose the Budget Committee's efforts to include it in next year's resolution. In the weeks and months ahead, we will continue to advocate against plans to privatize the Medicare program. .The FAIR Social Security Act (H.R. 1984), introduced by Representative Peter DeFazio (OR-4). This bill would make COLAs more accurate by basing them on the Consumer Price Index for the Elderly (CPI-E). In a letter to his colleagues in Congress, Rep. DeFazio wrote: "Defying all common sense, COLAs are currently calculated based on the cost of goods that aren't purchased in large numbers by seniors … Social Security COLAs should be based on accuracy, not austerity." According to his office, adopting the CPI-E would amount to a monthly benefit increase at the age of 80 for the average retiree, and an increase of per month at the age of 90. .This week, lawmakers returned to Capitol Hill following a two-week spring recess, and one member of The Senior Citizens League's (TSCL's) Board of Trustees visited Capitol Hill to advocate for legislation that would improve the Social Security and Medicare programs. In addition, two key bills gained support in the House and Senate.
