We encourage you to contact your Members of Congress to request their support for fair cost-of-living adjustments, Notch fairness, and other key issues. .When hold harmless is triggered program-wide as in 2016, however, there is no specific provision of law with which to finance the unpaid portion of Medicare Part B premium increases for the roughly 43 million who are protected by the provision. In the past, Congress has chosen to allow this cost burden to shift to the 30 percent of beneficiaries who are not held harmless. Because the cost is spread over far fewer people instead of all beneficiaries, they pay a far larger share of the costs, thus the Part B premium spikes. .If signed into law, the PRIME Act would take a number of steps to prevent and reduce fraud, waste, and abuse within the Medicare and Medicaid programs. Among other things, it would enact stronger fraud penalties, curb mistaken payments by the agencies, phase out the ineffective "pay and chase" practice, reduce the theft of physician identities, and improve the sharing of fraud data among states, agencies, and programs. .Both my wife & I are Notch Babies, and should have had higher Social Security benefits than we got. Instead of Congress fighting amongst themselves, we would be better served if they would pass a bill to catch up on our money. Are they waiting for us to die? First, it would completely eliminate traditional Medicare, whereas many other reform proposals would keep it as an option. Second, those already enrolled in Medicare would be affected by the transition, which would have a 2014 start date. Other reform proposals would delay implementation to protect seniors from any drastic or sudden changes. .Low-income seniors would receive assistance from Medicaid, and those with the greatest health expenses would receive additional help from the government. According to the plan's sponsors, The Congressional Health Care for Seniors Act would reduce the deficit by trillion over ten years, and it would save the average enrollee ,500 in out-of-pocket expenses each year. However, a recent poll conducted by the Kaiser Family Foundation shows that a majority of Americans – seventy percent – would prefer to keep Medicare as is, "with the government guaranteeing seniors health insurance and making sure that everyone gets the same defined set of benefits." .There was also a bipartisan proposal from Sens. Chuck Grassley (R-Iowa) and Ron Wyden (D-Ore.) that gained support in the Senate but it did not include price negotiation, and again, McConnell refused to bring the bill to the floor in an election year. .TSCL is very supportive of the PRIME Act, since we believe that the failure to manage fraud results in higher taxes for all and higher premiums for Medicare beneficiaries. In addition, at a time when many deficit hawks are considering cuts to programs like Medicare and Medicaid, we believe it is critically important to ensure that scarce program dollars are being spent properly.
