    TSCL recently released an analysis of the proposal that estimates the chained CPI would cut the growth in average benefits of ,100 today by ,634 over the course of a 25-year retirement, and that assumes that the economy becomes more stable soon. The reductions in COLA growth compound over time, and are the deepest when seniors are the oldest and sickest. By the time seniors are in their late 80s or 90s, when they are most likely to have chronic health problems, monthly benefits would be about 5 lower using the chained CPI. .Social Security arose again at the hearing when Committee Member James Clyburn (SC) commented on the payroll tax cap, which is currently set at 6,800. He suggested that the cap be raised to cover 90 percent of income – as it did in the early 1980s – in an effort to restore the program to solvency. Some Members scowled disapprovingly at this proposal and it is still unclear whether the Committee will even touch Social Security, but if they do, this option could appear on the short-list. Clyburn asked Barthold to research the potential effects of raising the wage cap and to report back to the Joint Committee. .Some deficit cutters contend that the out-of-pocket costs that Medicare beneficiaries pay will have to go up and seniors should pay more for their Medicare benefits. "This survey is powerful testimony to those who hold such beliefs," says TSCL Chairman Larry Hyland. "This survey indicates that they don't understand how much seniors already spend for their healthcare, and how many have already cut back," Hyland adds. Congressman Sam Johnson (TX-3) – Chairman of the Ways and Means Social Security Subcommittee – sent a letter to SSA's Acting Commissioner Carolyn Colvin on Tuesday requesting swift action. To protect yourself from scam here's what to remember. There is nothing you need to do to get your card, and it does not cost anything. It will be shipped to you automatically. Scammers try to call beneficiaries on the phone and falsely claim that to get the new card you must provide Social Security, credit card, or bank account information, or Medicare benefits will be canceled. All of these claims are false. If you get a call like this or if anyone calls unsolicited, and claiming to be from Medicare, HANG UP. This is a scam.
