Throughout his testimony, Elmendorf stressed the fact that programs like Social Security and Medicare will continue to grow despite the slow pace of the economic recovery. Over the next ten years, he noted that the number of Americans over the age of sixty-five will increase by one-third. .This year, more than 50 percent of Social Security beneficiaries paid taxes on their benefits, even though many of them only made little more than twice the federal poverty level in income. This includes people who have delayed the start of Social Security benefits, and all people who are billed for Medicare.
