Comprehensive Immigration Reform Testimony Before Congress
We recently moved my mom from another part of the state to live with us. She's starting to have memory problems and it's too risky for her to live on her own. Recently when we went for a visit to her new doctor, I discovered that her Medicare health plan isn't accepted in our area. Can she enroll in a new plan now that Open Enrollment is over? .Early Thursday morning, following a seven-hour voting marathon, lawmakers in the Senate passed a budget resolution that includes instructions for four committees – two in the House and two in the Senate – to craft legislation to repeal the Affordable Care Act. The resolution passed with a vote of 51-48, without the support of any Senate Democrats. While casting her vote, Senator Claire McCaskill (MO) – who serves as the Ranking Member of the Senate Committee on Homeland Security and Governmental Affairs – said: "Because there is no replace, I vote no." .The goal is to prevent fraud and combat identity theft by removing the Social Security numbers. A Humana Medicare Advantage plan in Florida improperly collected nearly 0 million in payments in 2015 by overstating how sick some of its enrollees were. A new audit by the Department of Health and Human Services Office of the Inspector General (OIG) is seeking to get the money back. If successful, the audit penalty would be what has been described as "by far the largest" ever imposed on a Medicare Advantage company. But Humana has sharply disputed the OIG's findings, and has said that the recommendations "do not represent final determinations, and Humana will have the right to appeal." .To help you sort things out, TSCL strongly recommends that you get free one-on-one Medicare counseling through your state health insurance assistance program (SHIP). Many of the programs operate through area agencies on aging, local departments of senior services or senior centers. You can also get more information online at www.Medicare.gov or call 1-800-Medicare ( 7). .I'm still working and will turn 65 in July of this year. I currently get my health insurance through my employer. We have more than 20 employees and I've been told I can keep my employer's health insurance instead of starting Medicare in July. The health insurance that I have now is pretty expensive and the deductibles are high. How can I compare the costs between the two types of insurance? … Continued
Finally, two new cosponsors – Representative Daniel Lipinski (IL-3) and Representative Glenn Grothman (WI-6) – signed on to the CREATES Act (H.R. 2212), bringing the total up to twenty-five. The CREATES Act, if adopted, would increase competition in the prescription drug industry by encouraging generic and biosimilar drug manufacturers to introduce their products to the market more quickly. .Economists are saying that cost-of-living adjustments (COLAs) overpay seniors and that recipients don't need so much money to maintain their standard of living. Cuts to annual cost-of-living adjustments (COLA) are a key provision of the deficit reduction plans on Capitol Hill, and TSCL is fighting the plans that would cut the benefits of more than 60 million beneficiaries. .Discussion on the bill will likely continue into the summer, and TSCL will continue to monitor the ongoing debate. We remain hopeful that lawmakers will address any loopholes that would allow immigrants to claim Social Security credits based on work done illegally. In addition, TSCL is concerned that those with provisional status could have access to Social Security and Medicare benefits before they are granted citizenship. Both of these issues would put an unnecessary and unspecified strain on the Trust Funds, and we will continue to inform Members of Congress about potential issues in the coming weeks. .The Senior Citizens League (TSCL) urges its members and supporters to make the most of the August recess by attending town hall meetings. For more information, or to see if your Members of Congress will be holding town halls in the coming days, call their local offices. .But last Monday the drug company executives announced they would not be going to the White House meeting. A spokesman for PhRMA, the giant lobbying group for many of the biggest drug manufacturers, said the White House talks were a distraction. .PhRMA, the drug industry's lobbying group, called the bill "the wrong approach to lowering prescription drug prices" and said it "imposes harmful price controls in Medicare Part D." But with drug prices for many brand and specialty drugs running into the hundreds and even thousands of dollars for a single fill, TSCL believes that restricting the rate of increase on prescription drugs, and capping out-of-pocket costs, could help save lives and improve the health of older Americans. .Following the meeting at the White House, Congressman Welch told reporters: "It simply makes no sense for Medicare to buy wholesale and pay retail prices. As a businessman, President Trump understands that. I hope he helps us enact our legislation to provide urgently needed relief to consumers and taxpayers." In addition, Congressman Cummings said, "We had a productive meeting today … The President committed to reviewing our proposal, and he seemed enthusiastic about the idea." .To learn more, download "When To Start Receiving Benefits" from the Social Security Administration. .Beyond funding the government and raising the debt ceiling, TSCL was pleased that the Bipartisan Budget Act included the following three improvements to the Medicare program:
