Normally it would seem logical that a bi-partisan bill would have a very good chance of passing in the Senate, but these are not normal times. In fact, four of the five Republican Senators whose offices we visited this week, and who are on the Finance Committee, voted against their own chairman's bill. The five Senate offices we met with were Scott (SC), Thune (SD), Toomey (PA), Alexander (TN), and Burr (NC). That is why I introduced this bill. .The Social Security Fairness Act, if signed into law, would amend the Social Security Act by repealing the government pension offset (GPO) and the windfall elimination provision (WEP). These two provisions unfairly reduce the earned Social Security benefits of millions of teachers, firefighters, peace officers, and other state or local government employees each year. TSCL believes that Congress should repeal the GPO and the WEP so that dedicated public servants receive the retirement security they deserve. .Deductible: During the initial deductible, the beneficiary pays 100% of the cost of the drug—up to 5 depending on the plan. Many plans provide immediate coverage on generics, and even preferred brand drugs "before the deductible." In this type of plan, you only pay the full price up to the deductible on higher tier drugs, and some plans don't charge a deductible at all. .House Democrats did not pre-negotiate terms with the GOP-Senate or the White House, so it is unlikely that the bill, called the Health and Economic Recovery Omnibus Emergency Solutions (HEROES) Act will become law in its present form. Senate Majority Leader Mitch McConnell (R- Ky.) has already pronounced the bill dead. But most observers believe it is the opening bid on the part of the House leaders to begin a process that will eventually lead to a fifth virus-related relief bill. .The budget resolution now heads to the House floor, where its future remains uncertain. Republican leaders in the House have been attempting to win the support of the 40-member conservative Freedom Caucus for weeks, but they have not yet been successful. They will need to rely upon a least a dozen of their votes for its passage. Budget Committee Chairman Tom Price (GA-6) told reporters this week that he is "working with members who are not on the Budget Committee" to build support for it, and that it will be taken up "when we have the votes." .The petitions that poured into Congressional offices this spring urged each Representative and Senator to support key bills like the Consumer Price Index for Elderly Consumers (CPI-E) Act, the Social Security Fairness Act, and the Notch Fairness Act, each of which would go a long way in protecting the earned benefits of seniors. The petitions also protested issues that our members feel strongly about, like amnesty for illegal immigrants and the pending Social Security Totalization Agreement with Mexico. .On Monday, Members of the House and Senate returned to Capitol Hill from the month-long August recess and quickly began working on a continuing resolution (CR) to fund the government past September 30th. Originally, leaders in both chambers agreed to keep the CR as "clean" as possible in order to avoid a government shutdown like last year's and to allow lawmakers to quickly resume campaign work for the looming November 4th elections.
