    TSCL is mounting a campaign that strongly urges seniors nationwide to speak out against benefit cuts. "We hope you'll sign and return the petitions we are mailing to supporters against the 'Chained COLA'," says TSCL's Executive Director, Shannon Benton. "Chaining the COLA is a 2 billion cut that will reduce your benefits by as much as 9% over the course of a retirement," Benton notes. .When asked whether the waiting periods for disability and Medicare benefits should be eliminated, 67% of TSCL's poll participants support eliminating the waiting periods for both Social Security and Medicare. Only 18% supported keeping both waiting periods, 9% supported eliminating the 2-year wait for Medicare alone, and 5% supported eliminating the 5-month wait for Social Security alone. .If signed into law, the PRIME Act would take a number of steps to prevent and reduce fraud, waste, and abuse within the Medicare and Medicaid programs. Among other things, it would enact stronger fraud penalties, curb mistaken payments by the agencies, phase out the ineffective "pay and chase" practice, reduce the theft of physician identities, and improve the sharing of fraud data among states, agencies, and programs. … Continued

    Most of the negotiators seem relieved to have reached a compromise, but it's clear that neither party is thrilled with the concessions they had to make. In a telling statement, one of the twenty conferees, Rep. Henry Waxman (CA-30), said of the deal: "It's not so bad that I would vote against it." Another conferee, Rep. Kevin Brady (TX-8) stated however, "At the end of the day, we have prevented a disruption to our economy, avoided a tax increase on working families. and ensured our local doctors will not be punished merely for treating seniors in Medicare." .Finally, two new cosponsors – Reps. Carol Shea-Porter (NH-1) and Juan Vargas (CA-51) – signed on to the Empowering Encore Entrepreneurs (E3) Act (H.R. 4613), bringing the total up to four. If signed into law, the E3 Act would direct the Small Business Administration (SBA) to increase training and mentoring efforts for older entrepreneurs. More than 7 million older Americans are currently self employed, but many of them lack the training and technical expertise that is necessary in order to see success. President Obama Releases 2015 Budget .In 1983 government economists changed the way housing costs were measured in the CPI. Housing represents almost 50% of the expenditures of people age 65 and older, and thus changes to that expenditure category tend to have a big impact. Rather than basing housing costs on some measure of home prices, after 1983 the Bureau of Labor Statistics estimated costs "based on what homeowners theoretically would pay to themselves in order to rent their own homes from themselves. The BLS then estimates how much homeowners raise the rent on themselves each month," according to Williams. .According to a survey by The Senior Citizens League (TSCL), 70% of older Americans think Social Security's solvency should be improved by scrapping the Social Security taxable wage limit of 8,500. .Estimating that this new rule would save approximately million over five years, CMS proposes to require Medicare Advantage and prescription drug plans to "involuntarily dis-enroll" people who are in the country illegally, something that may prove difficult for private plans to substantiate. .This week, House and Senate lawmakers remained in their home states and districts for a week-long spring break. They are expected to return to Capitol Hill on Monday, March 25th.
