As a representative of thousands of senior citizens in Western Pennsylvania, and as a senior myself, I strongly believe that all Americans should be able to enjoy their golden years without financial or medical hardship. Retirement should be a time of great reward and good health, not unnecessary anxiety. As a member of the House Ways and Means Subcommittee on Social Security, it has been a priority of mine to work on policies that protect Social Security and ensure its long-term viability for all Americans who have paid into the system. Over the past several years, I have proudly worked with fellow legislators on both sides of the aisle to craft specific policy solutions that will benefit seniors everywhere. .Yet since 2010, when the Social Security Trust Fund first started running a cash deficit, budget negotiators have repeatedly attempted to enact Social Security reforms that would decrease benefits. One of the most widely - discussed proposals would switch to a more slowly - growing inflation measure — the chained consumer price index (CPI) — to calculate the annual cost – of – living adjustment as a means of slowing the growth of Social Security benefits and other inflation - adjusted federal programs. Deeper benefit cuts, sudden tax increases, and glitches in the implementation of reforms that can lead to significant benefit inequities between people close to each other in age. Consider the case of the Social Security Notch that led to the most significant benefit inequities in the history of the program. The Notch affects seniors born from 1917 through 1926 and other seniors having similar work histories and earnings. .In the Senate, Finance Committee Chairman Chuck Grassley (IA) has also prioritized this critical issue. His first hearing as chairman was titled "Drug Pricing in AmericA Prescription for Change" and, in his opening statement, he vowed to get to the bottom of the growing problem. Following that hearing in January, Chairman Grassley called upon seven of the most profitable pharmaceutical companies to testify before the committee, saying: "Patients and taxpayers deserve to hear from leaders in the industry about what's behind this unsustainable trend." .Recently a group of Medicare patients and their families sued the Obama Administration, saying they were deprived of coverage because the policy allows hospitals to avoid admitting seniors with chronic ailments as inpatients. The plaintiffs charged that the observation services policy, which is intended to apply to short stays of no more than 24 to 48 hours, is instead being used to keep Medicare patients on outpatient status for longer stays, including some lasting up to a week. As a result, the seniors incurred medical charges as high as ,000 for skilled nursing care, drugs and other costs that Medicare Part B does not cover. Inpatient stays are covered under Medicare Part A, and all of ,156 deductible and most, if not all, of the co-insurance is covered by Medigap supplements. .The bill, known as the Grassley-Wyden bill, would create a rebate system in Medicare Part B and Part D beginning in 2022 for brand-name drugs and biological products with prices that increase faster than inflation. Conservative groups and some Senate Republicans have opposed the rebate system for Part D, the prescription drug benefit program, but not for Part B, the outpatient services program.
