  • Congress Still Working To Avoid Government Shutdown

    The 1977 legislation was intended to correct an earlier flaw in the Social Security benefit formula. That flaw raised the initial retirement benefits for future retirees too quickly. Government economists predicted at the time that, if not corrected, the initial monthly benefits of future retirees could be greater than their monthly earnings prior to retirement - far above the levels ever anticipated (2). The flawed benefit formula would bankrupt Social Security. .This week, Rep. Jo Ann Emerson (MO-8) introduced H.R. 239, The Notch Baby Act. The Notch Baby Act, if signed into law, would grant an improved benefit computation for those born between 1917 and 1926, Notch Babies. The formula is slightly different than that used in Rep. Ralph Hall's (TX-4) Notch Fairness Act and does not have a cap on costs. .Throughout the hearing, the "big dog" in the room – as one witness referred to it – was the Sustainable Growth Rate (SGR). Each of the witnesses urged the Subcommittee Members to replace the current Medicare physician payment formula with a new model, saying that there's simply too much uncertainty surrounding the SGR. Though most seemed to agree, the price tag of repealing the SGR is daunting and the process of re-writing a billing system with 8,000 different codes will certainly take time. … Continued

    Last week TSCL was contacted by the office of Congressman Peter DeFazio (D-Wash.) seeking our endorsement of legislation he is introducing titled the "Social Security Stabilization and Enhancement Act." Rep. DeFazio says this bill is a fix for the looming Social Security Trust Fund insolvency. .I heard that Medicare would be mailing new cards. When can I expect to get mine? .Unlike most of the top 10 causes of death, such as heart disease and cancer, which are covered in large part by Medicare, Alzheimer's care comes with extraordinary costs that are not covered. Medicare covers medically necessary inpatient hospital care, doctor's fees, outpatient services such as blood tests, and Part D covers many prescription drugs. Newly Eligible People with Medicare .Now, another warning has been issued that some sanitizers made in both the U.S. and China contain benzene, a chemical known to cause blood cancers such as leukemias. .By Representative Al Lawson (FL-05) .The massive effort is needed to change how 59 million people enrolled in Medicare are identified. Historically the red, white, and blue Medicare cards have used the beneficiaries' Social Security number for the Medicare ID number. Unsurprisingly those numbers are a prime target for identity theft and fraud. The new cards come with a unique computer-generated series of 11 letters and numbers. .Several unintended consequences have already resulted from the implementation of the new security policy. On Monday, customers of Verizon Wireless – the nation's largest wireless carrier – were unable to access their online accounts due to technical difficulties. In addition, those without access to text-enabled cellphones and those residing in areas with unreliable cellphone service found themselves locked out of their online accounts. .The extra time was needed because although both houses of Congress were finally able to pass the needed legislation, the bill was nearly 5,600 pages in length. It is probable that no member of Congress actually read the entire bill and likely very few Congressional staff members read it either. .On Tuesday, the Trustees of the Social Security and Medicare programs released their annual reports on the current and projected financial status of the two programs. As expected, the Trustees found that both programs currently face manageable financial challenges. .The Senior Citizens League believes Congress can prevent the triggering of the Social Security hold harmless provision and eliminate spiking Medicare premiums entirely by providing an adequate COLA.
